I would say another difference is selectivity--while the Jedi selected exceptional individuals with a strong connection to the Force (I have argued that this is the wrong kind of selectiveness and will put that meta up in the comm), the Stormtrooper program does not seem to have selected for anything other than perhaps able-bodiedness. That, in turn, meant that the emphasis for the FO was on turning out large numbers of Troopers with reliable, uniform training. One-one-one apprenticeships were not only numerically impossible but would have been considered unnecessary and inefficient, though some absolutely top-notch cadets like Finn attracted individual interest. To make a rather objectifying comparison, the Jedi were treated as handcrafted items, each made by an actual Master, while the Stormtrooper program followed the template of factory production, if of an excellent quality (yuck).
